The Consolidation of Narco-Power in Chihuahua

The true bosses of the illegal drug trade do not do nor do they appear on Washington's "narco-list" of "top foreign drug traffickers," a report that conveniently ignores a lot (i.e. the entire Mexican Politics in Juarez) in its naming of mid-level legislator or leaders of diverse origin, teamsters and enforcers in the cocaine trade.

The real chiefs of drug trafficking appear, rather, in the Forbes magazine list of the wealthiest men on earth.

The Chief Operating Officers of drug trafficking are not Mexicans, nor Colombians: they are US and European bankers, those who launder the illicit proceeds of drug trafficking. Institutions like Citibank of New York -- as this report documents -- are the true beneficiaries of the prohibition on drugs and its illegal profits.

Chihuahua, Mexico’s Largest state and home of the Carrillo’s drug lordship, has an election coming up on July 2004 in which narco-money is already flowing freely in a blatant vote-buying campaign (also documented by this series, in both its historic and its present forms).
Today we look at the white-collar drug trafficking class of Chihuahua, those who consolidated their control over that country's piece of the narco under Presidents Zedillo and Fox, Clinton and Bush.
Some of these men -- like Grupo Lintel -- are rags-to-riches stories. Like the Chihuahuan politician who, according to a source, could not afford an American Express credit card in 1991. Today he earns the largest annual salary in Mexico and is a billionaire at the end of the Martinez Administration.


Other Business-Politicians like Jaime Bermudez Cuaron, his son Jaime, Prestadora de Servicios owner Manuel Quevedo, Grupo Chihuahua´s president Eloy Vallina, Constructora Aztran owner Gullermo Ochoa, GM distributor Gazzi, and Grupo Carreon founder Jorge Carreon appear on the list of millionaires that every year benefits from politics or narco-money. The first three have been widely implicated in political manipulations in which officials like local congressman Victor Valencia de los Santos (widely known as a “friend” of the Juarez drug-cartel) become a useful mean for corruption

Former governor Francisco Barrio is not on the list but there is considerable evidence that he ought to be.

During his term, dramatically arose the number of killings among drug cartels in both sides of the border along with 200 unsolved crimes of women that extended in numbers, to the Martinez administration. Governor Barrio is also known for buying and selling most of the lands reserved for industrial development in Juarez using the name of his brother Federico and becoming one of the richest men in Chihuahua and Mexico.

In the other hand, the single-biggest winner in the Patricio Martinez administration was former Chief Secretary, and candidate, Victor Anchondo who alike “Pancho” Barrio received the perfect instrument for narco-laundry and the largest prize of all the administration: Instituto de la Vivienda de Chihuahua. He and his team of investors made roughly, more than a hundred millions pesos the first year's recorded profits in its business of laundering money.

Where did this group of neo-rich did obtain the capital to purchase these projects? It will never be known. A suspicious incident against governor Martinez destroyed all possible investigations but the tracks have not been entirely charred nor covered.

In Juarez, Victor Valencia de los Santos had been, according to a source (Norte de Ciudad Juarez) the political contact of the Juarez Cartel, launched in the 1980s by Amado Carrillo and based in the Juarez-El Paso area. The Valencia narco-trafficking relations are well known since the killings ocurred at the restaurant OK Corral where he was involved, an event widely exploited by his political adversaries since reported by The Narco News Bulletin.
According to a confidential US Drug Enforcement Agency (DEA) report, Valencia De Los Santos took full advantage of PRI’s political infrastructure and sold its services to business friends Jaime Bermudez and Manuel Quevedo getting in exchange an absolute control over its party in Juarez and perhaps the position for the next year’s mayoral election.
Mister Valencia would also become one of the largest beneficiaries of the narco-money in investments that includes a well known bar called “Chamucos” which he started by using a loan from the Juarez Cartel.

The "free money" made by politicians in Chihuahua of course, was not free: In example, the building of a toll road in the San Jeronimo-Santa Teresa Project along with the new penitentiary CERESO were created to pay back those favors received by governor Martinez from a selected groups of rich friends. Throughout the governments of Barrio and Martinez PRI and PAN officials vehemently denied accusations by journalists, and opposition leaders, that municipal and state institutions were supported by narco-money.

In the autumn of 2001, the PRI in Juarez received a major boost when local elections, gained by the National Action Party, or PAN, were cancelled at the Federal Elections House, and state congress gave total control of the city to Patricio Martinez. Then, Valencia de los Santos and TV show host Miguel Lucero Palma were chosen by Victor Anchondo as primary contacts with “investors” of the Juarez’ Drug Cartel.

But history has a way of coming full circle. In this case the boomerang moved across the earth and back again when National Action Party was declared winner of a second election’s period. Today legislator Victor Valencia de los Santos claims to be the next years’ first in line for municipal elections. We will see!!
